A Safer, More Connected Bangerter Highway
Since 2016, Horrocks has led the public involvement efforts for 12 interchanges and eight intersection locations along Bangerter Highway. This work supported every phase, including program management and project delivery across all phases of development, from environmental review through design and construction. These projects support the Utah Department of Transportation’s (UDOT) multiyear effort to transform one of the Salt Lake Valley’s busiest north-south routes into a freeway-style corridor that improves safety, reduces congestion, and supports more efficient travel. As work progresses at different locations and stages, Horrocks provides clear, consistent communication to residents, businesses, commuters, local governments, schools, agencies, and elected officials.
SERVICES PROVIDED:
Horrocks developed a unified communication framework for the Bangerter program, including a recognizable brand, sub-brands for individual projects, and a centralized website. During environmental studies, our team developed strategic public involvement plans, gathered community input, and led public meetings, hearings, stakeholder workshops, canvassing, and property owner outreach.
During the environmental stage, Horrocks coordinates early door-to-door outreach, one-on-one meetings, and translation services to keep property owners informed. We also connect owners with UDOT right-of-way agents for property-specific questions. During construction, the team provides timely information about closures, access changes, new traffic patterns, and project milestones through digital, print, media, and grassroots outreach. Horrocks also planned and executed a multi-interchange completion event in 2025 to celebrate program progress with project partners and the community.
