Beau Hunter
Public Engagement Manager
Beau has overseen communication efforts on more than 200 transportation projects in Utah. He is known for his ability to manage all phases of projects and proactively address complex issues impacting residents, property owners, businesses, and other stakeholders. He thrives on tackling difficult challenges and has a talent for organizing people, processes, and priorities to keep projects moving forward. Beau is fluent in Spanish, runs his own farm, and knows how to rock a mustache like a true Utahn.

Katie Kourianos
Public Engagement Manager
With over 17 years of communications and public involvement experience, Katie has planned and executed community engagement and outreach campaigns of all sizes for agencies and municipalities throughout Utah and the western United States. She excels at building strong relationships, collaborating with others, and engaging communities in local issues to achieve project goals and find mutually beneficial solutions. When she’s off the clock, Katie enjoys reality TV, crossword puzzles, Pilates, and any opportunity to put her pop culture trivia skills to the test.

Courtney Bovee Winans
Public Engagement Practice Lead
Courtney leads the Horrocks Public Engagement practice across five states and manages our team in Utah. She brings more than 10 years of communications experience and is an expert at navigating complex infrastructure projects and controversial issues. Her experience spans projects throughout Utah, New Mexico, Nevada, and Idaho. A natural puzzle solver both at work and at home, Courtney spends her free time golfing, landscaping, traveling, and coaching her kids’ Little League teams.

Sarah Kelley
Public Engagement Utah Lead
Over the past seven years, Sarah has supported transportation projects through all phases of development, helping communities stay informed and engaged along the way. She is passionate about connecting communities with the projects that shape their daily lives and excels at turning complex information into clear, meaningful communication. Outside of work, she enjoys cooking, reading, and trying (mostly unsuccessfully) to keep up with her energetic kids.

Shauna Tefft
Public Engagement Idaho Lead
Shauna leads outreach efforts across Idaho, bringing 25 years of experience in commercial construction project management, marketing, and public engagement. She excels at turning complex issues into clear strategies, with particular expertise in highway safety programs. Outside of work, Shauna loves hosting dinner parties and is always looking for an excuse to serve her signature beef bourguignon or red pepper salmon.

Jackie Dennis
Public Engagement Nevada Lead
Jackie carries 28 years of experience strategizing public involvement programs for controversial transportation projects throughout Nevada, from planning and environmental to design and construction phases. She collaborates on community engagement and policy for local, state, federal, and commercial clients in both the public and private sectors, with a specialty in consensus and conflict management. Outside of work, Jackie enjoys traveling, exploring new restaurants, off-roading, and volunteering while embracing life as an almost empty nester, with a son in college and a daughter finishing high school.

Erica Frazelle
Public Engagement Arizona Lead
Erica leads public engagement efforts across Arizona, bringing experience in local government communications, public outreach, and community engagement for complex transportation and infrastructure projects. During her seven years with the City of Tucson Department of Transportation and Mobility, she led strategic communications and public involvement efforts for major capital improvement programs and roadway projects, helping keep residents informed and engaged throughout project delivery. When she's off the clock, Erica stays busy playing softball, spending time with her two kids, and occasionally taking to the skies as a certified drone pilot.

Brian Shaw
Content Strategist
Brian spent much of his career as an advertising copywriter, writing everything from TV commercials and billboards to digital ads and email campaigns. To Brian, writing is a bit like solving a puzzle, and he enjoys finding the perfect word or phrase to turn a simple message into something memorable. A man of many hobbies but little time, Brian fills his free moments with everything from board games and basketball to poetry, comic books, keyboards, and rollerblades.

Gemma Puddy
Senior Public Engagement Specialist
Gemma has 15 years of experience in communications and graphic design, complemented by a background in planning and landscape architecture. A talented facilitator, she excels at connecting stakeholders and project teams, bringing a holistic perspective to complex issues and using thoughtful communication and visual storytelling to help teams make informed, audience-appropriate decisions. Whether she’s kickboxing, running, or practicing yoga, Gemma loves staying active and can even pull off a downward-facing dog on a paddleboard.

Brittany Finley
Senior Public Engagement Specialist
With nearly a decade of experience, Brittany helps communities understand complex transportation projects while guiding project teams through unexpected changes. She is at her best bringing organization to chaos, whether that means untangling a difficult situation, solving a last-minute challenge, or designing public events that bring project teams and communities together. Brittany feels most like herself in the mountains and is always looking for her next adventure, though she’s just as happy quilting, sewing, or crocheting at home under the supervision of her three golden retrievers and plenty of dog hair.

Macey Mortimer
Senior Public Engagement Specialist
Macey has successfully led community engagement and outreach efforts of varying sizes and complexities for local, state, and federal agencies and municipalities. With experience in both government communications and transportation projects, she excels at mass media outreach, content development, and facilitation while building strong connections with stakeholders and navigating complex or sensitive issues.

Rebecca Callahan
Senior Public Engagement Specialist
With a professional background in writing, marketing, and project management, Rebecca brings a well-rounded perspective to her work. As a public engagement professional, she focuses on excellence in relationships and communication to effectively manage the public impacts of complex transportation projects. Outside of work, Rebecca loves to write, sew, and visit the ocean any chance she gets.

Tess Fox
Public Engagement Specialist
Tess has a journalism background and experience managing high-pressure projects and public outreach efforts. Her experience with transportation, water, and sewer projects has helped her develop a wide range of knowledge and skills, including producing high-quality content, driving communications strategy, and de-escalating stakeholder interactions. When she's not managing communications challenges, Tess enjoys telling the story of the time she and her family were selected to throw a ceremonial first pitch at a Seattle Mariners game.

Kara Banks
Public Engagement Specialist
Kara has experience supporting large-scale transportation projects across Utah, from early planning through construction. She enjoys the opportunity to immerse herself in each project, deepen her understanding of the intricate systems that keep daily life running, and help people stay connected to the projects and decisions shaping their communities. Kara loves to spend her weekends hunting for thrifted treasures and enjoying live music. She has also earned a reputation for writing exceptionally good cards, usually handmade.

Chiara Serre
Public Engagement Specialist
Chiara joined the Public Engagement team in 2023, bringing a background in foreign relations and security. Since then, she has supported a variety of transportation and infrastructure projects and enjoys working through complex challenges, connecting with communities, and contributing to meaningful outcomes. Chiara enjoys exploring new places and cultures. One of her most memorable adventures was spending nine months living in Eastern Europe while learning Russian.

Jo Whitney-Swensen
Public Engagement Specialist
Jo joined Horrocks in 2026 as a Public Engagement Specialist, bringing a combination of executive leadership, frontline advocacy, and transportation-focused communication. Before joining Horrocks, Jo served as a Director of HR, where she led strategic communication, conflict resolution, and regulatory compliance efforts while balancing her commitment to empathy, clear communication, and fast, accurate decision making. Outside of work you can find Jo training for her beloved yearly ultramarathon; cheering at one of her sons' baseball games; or camping, fishing, hunting, and hiking with her family.

Staci Arthur
Public Engagement Specialist
Staci enjoys working on unique public engagement projects that allow her to be creative and think outside the box. Some of her favorite projects have included mileage-based user fee (MBUF) pilots with the Eastern Transportation Coalition, the Connecting Utah fiber campaign, and work with the UDOT Transportation Technology Group. Outside of work, Staci loves going to concerts and is known for singing along with enough enthusiasm to rival the artist on stage!

Cheyenne Poynor
Public Engagement Specialist
Cheyenne’s background in psychology, education, and community engagement shapes her approach to supporting transportation and construction projects. She enjoys finding practical, creative ways to make complex project information clear and accessible while building strong relationships with the people and communities she serves. Outside of work, Cheyenne enjoys spending time with family, exploring the local food scene, getting lost in a good book, and finding an excuse to be outdoors.

Katelyn Collett
Public Engagement Specialist
Katelyn has experience connecting communities during impactful infrastructure projects. She thrives on large-scale construction projects, where she enjoys building strong relationships, engaging with community members, and keeping people informed and involved throughout the process. In her free time, Katelyn embraces her creative side through reading, writing, and crocheting, usually with her husband and two dogs by her side.

Alyssa Apaza
Public Engagement Specialist
Alyssa enjoys working closely with organizations and community members to build relationships, understand their needs, and create meaningful opportunities for involvement in studies and projects. She also leads Horrocks’ public engagement documentation system, helping teams effectively track, organize, and report stakeholder interactions. A people person at heart, Alyssa can often be found making friends while walking her dog, spending time with family, or dreaming up new ways to bring people together.

Mckenna Mathis
Public Engagement Specialist
McKenna’s experience spans community outreach, stakeholder coordination, and communications for transportation projects throughout Utah. She enjoys making complex project information approachable and creating meaningful opportunities for communities to stay informed, provide input, and feel connected to the projects happening around them. Outside of work, you’ll find McKenna traveling the world with her family or hitting the nearest tennis court.

Public Engagement Coordinator
Libby has a background in environmental impact assessment, sustainability education, and public outreach. She brings strong research, writing, communication, and teamwork skills to public engagement projects, helping teams connect with the communities they serve. In her free time, Libby taps into her creative side through crocheting and painting, or settles in with a good book and time with family.

Bailey Solomon
Public Engagement Coordinator
Bailey’s background in education and property management has prepared her to work with diverse communities, understand people’s needs, and juggle the many moving parts that come with public engagement. She enjoys putting those skills to work while building connections and supporting communities through each project. Bailey loves a good farmers market and spending time outside with her dog, and she prides herself on always picking the perfect watermelon.

A recent graduate of Colorado State University, Bella studied Ecosystem Science and Sustainability and brings that background to her work in public engagement. She offers a fresh perspective and passion for communicating science and policy to diverse audiences in ways that further equity and inclusivity. Outside the office, Bella is usually planning her next adventure, whether that means exploring a new country or disappearing into the wilderness with a backpack and a trail to follow.

Public Engagement Coordinator
Elaina has a background in strategic communication, outreach, and audience engagement, with experience across nonprofit, corporate, and startup environments. Curious about the human side of public engagement, she enjoys understanding how people interpret information and form perspectives, using those insights to create conversations where people feel informed, heard, and able to participate. Always eager to explore new places and perspectives, Elaina once spent a month working on a small dairy farm in rural England, milking cows, drinking an unreasonable number of raw-milk lattes, and wandering country roads in search of historic churches.
