I-15 Technology Corridor
Where Innovation Meets Construction
Horrocks led grassroots public engagement for the Utah Department of Transportation’s (UDOT) I-15 Technology Corridor reconstruction, Utah’s largest transportation project in 2018. The project added two lanes, built 17 bridges, redesigned two interchanges, and introduced Utah’s first one-way frontage road system. Over three years, Horrocks maintained a boots-on-the-ground presence focused on building trusted stakeholder relationships. We used simple language to address concerns and communicate complex construction impacts and new roadway features to businesses, commuters, residents, and other corridor stakeholders.

Horrocks developed and implemented a strategic public involvement plan combining grassroots outreach, digital communications, and media engagement. Services included stakeholder and business coordination, canvassing, public meetings, hotline and email management, media support, and development of public-friendly materials.
Recognizing the corridor’s importance to Utah’s growing technology and business community, Horrocks organized targeted business workshops to share construction schedules, discuss access and traffic impacts and connect businesses directly with the project team. We also coordinated events with elected officials, including state lawmakers, local leaders and Governor Herbert, to build awareness and mark key project milestones.
Targeted digital and social media campaigns, interactive mapping, segmented text alerts, and visual communications helped us broaden the reach of project information and share important updates with key audiences.
