I-25 Improved; Comanche to Montgomery
A Major Upgrade for I-25
The New Mexico Department of Transportation’s (NMDOT) I-25 Improved design-build project will upgrade the I-25 corridor between Comanche Road and Montgomery Boulevard in Albuquerque. Improvements include widening I-25, reconstructing aging bridges and pavement, improving ramps and frontage roads, and adding barrier-separated shared-use paths at the interchanges. Together, these improvements will support safer, more efficient travel for drivers, pedestrians, and bicyclists. Horrocks is currently leading all public engagement activities for this project.
Horrocks has supported public involvement from environmental review through construction, helping stakeholders understand the project’s long-term benefits while navigating significant daytime and nighttime construction impacts. Construction began in August 2024 and is anticipated to continue through spring 2027.
SERVICES PROVIDED:
Horrocks developed and implemented a public involvement program focused on maintaining mobility, minimizing disruption, and building trust with residents, businesses, commuters, emergency service providers, and other corridor stakeholders. Services included stakeholder meetings, a Meet the Contractor event, a project groundbreaking ceremony, establishing a community coordination team, public presentations, website management, a 24-hour hotline, email and text alerts, social media and media outreach, mailers, flyers, door hangers, crisis communications planning, and Spanish-language translation.
The team works closely with NMDOT and the design-builder to communicate closures, detours, access changes, nighttime work, and major project milestones. Horrocks also maintains a GIS-based communication database, coordinates outreach through community and agency partners, and prepares regular public involvement reports.
