I-25 S-Curve Area Study
Managing a Critical Safety Challenge on I-25
Horrocks provided public engagement for the New Mexico Department of Transportation’s (NMDOT) I-25 S-Curve Phase 1B Study, conducted in cooperation with the Federal Highway Administration (FHWA). This study evaluated solutions to improve safety and mobility between Avenida Cesar Chavez and Lomas Boulevard in Albuquerque.
Identified as one of the area’s most significant transportation safety issues, the corridor is surrounded by major hospitals, universities, businesses, entertainment destinations, and historic neighborhoods, so the study required extensive engagement with the diverse communities and stakeholders that rely on and surround the corridor.
SERVICES PROVIDED:
Horrocks developed and managed a context-sensitive public involvement program that engaged property owners, businesses, neighborhood associations, underserved communities, agencies, elected officials, and major institutions throughout the study. Engagement included individual stakeholder meetings, working groups, neighborhood meetings, community pop-up events, and three public meetings and comment periods to gather input at key decision points.
Outreach was supported by project branding and key messaging, text alerts and email updates, targeted mailers and canvassing, digital and media communications, and an extensive project website featuring an interactive ArcGIS StoryMap. Following each comment period, Horrocks developed a comprehensive public comment synopsis documenting and summarizing the diverse feedback received from stakeholders and community members.
