Connecting Communities with Local Link
Horrocks provided public engagement services for the Local Link Study, which explored ways to improve connections between Sugar House, Millcreek, Holladay, and South Salt Lake. The study included a circulation analysis focused on walking and bicycling connections into the Sugar House Business District and a transit alternatives analysis between Sugar House and Millcreek, with a potential extension to Holladay.
Horrocks helped engage residents, businesses, transit riders, property owners, community organizations, active transportation groups, and agency partners to identify transportation gaps and barriers and gather feedback on potential improvements.

SERVICES PROVIDED:
Horrocks developed and implemented a comprehensive public engagement strategy for each phase of the study, including the public launch, circulation study, and transit alternatives analysis. Services included project branding, steering and stakeholder committee coordination, community and city council presentations, online public meetings, and development of an interactive GIS comment map and story map.
The team also managed the project website, hotline, and email; developed email campaigns, mailers, newsletter content, social media materials, and press releases; and documented public feedback to support the study’s recommendations. Because outreach occurred during the COVID-19 pandemic, Horrocks used flexible digital engagement tools and targeted outreach to remain connected with communities despite the quarantine.
