Rethinking the Ride into Park City

Park City Municipal Corporation’s (PCMC) Re-create 248 Transit Study, conducted in partnership with the Utah Department of Transportation (UDOT), evaluated high-capacity transit options connecting eastern Summit County with Park City. Horrocks led the study’s public engagement efforts.

With SR-248 serving as one of only two primary routes into Park City and experiencing significant congestion, particularly during peak winter travel, the study sought to identify a preferred transit solution. Following a previous study that generated community concern, Horrocks helped build public understanding of the new process, gather meaningful input, and clearly communicate how alternatives were evaluated and advanced toward a Locally Preferred Alternative (LPA).

SERVICES PROVIDED:

Horrocks developed the public involvement strategy and supported PCMC throughout the study, using public and stakeholder input to inform the decision-making process. Engagement included managing ongoing response to public inquiries and planning for and facilitating a public meeting and comment period, stakeholder workshops, neighborhood meetings, agency and partner coordination, one-on-one stakeholder meetings, and City Council briefings.

Project-Specific Style Guide

In coordination with PCMC, Horrocks developed an extensive project-specific style guide to establish a consistent visual identity and guide communications throughout the study.
