Planning SH-55 for McCall’s Future
Horrocks provided public engagement services for the Idaho Transportation Department (ITD) and City of McCall as they develop improvements for SH-55 and Deinhard Lane/Boydstun Street. This includes a potential change of roadway ownership. SH-55 serves as both a major north-south route and McCall’s downtown main street, creating competing needs for regional mobility, local access, and the community’s downtown environment.
A potential corridor exchange could direct freight and long-distance travelers to Deinhard/Boydstun, improving safety and efficiency while creating opportunities for enhanced walking and biking in downtown McCall. Horrocks helped the project team understand the perspectives of residents, property and business owners, roadway users, freight partners, visitors, emergency services, and agency representatives as preliminary designs were developed.

Horrocks developed a comprehensive public involvement strategy that included communication research, stakeholder coordination, one-on-one interviews, property owner outreach, working group coordination, public meetings, community presentations, and pop-up events during McCall’s busy summer tourism season.
The team also developed project branding, key messages, a website, flyers, mailers, public meeting materials, videos, advertisements, social media content, news releases, and frequently asked questions. Horrocks managed the project email and hotline, distributed regular updates, and documented public input through a GIS database. This information was then organized into outreach summaries to help the project team incorporate community feedback into the design process.
