Strategic Highway Safety Plan
Guiding the Next Chapter of Idaho Highway Safety
Horrocks supported the Idaho Transportation Department (ITD) in developing Idaho’s 2026–2030 Strategic Highway Safety Plan (SHSP), a data-driven and collaborative plan to help reduce fatalities and serious injuries on Idaho roads. The plan brings together statewide safety data and stakeholder expertise to prioritize efforts and guide implementation across Idaho.
SERVICES PROVIDED:
Horrocks provided project management, research and planning, stakeholder engagement, content development, and technical editing throughout development of the SHSP. The team developed and implemented a statewide engagement strategy involving transportation, law enforcement, emergency response, public health, education, Tribal governments, local government, and community partners.
Outreach included targeted interviews and surveys, statewide presentations, conference engagement, and three regional workshops reaching approximately 350 participants. Horrocks used stakeholder input alongside safety data to help identify regional challenges, refine safety priorities, and develop strategies and countermeasures for inclusion in the final plan.
