US-95 Palouse Region Planning and Environmental Linkages (PEL) Study
A Shared Vision for the Palouse Region
Horrocks provided public engagement support for the Idaho Transportation Department’s (ITD) US-95 Palouse Region Planning and Environmental Linkages (PEL) Study to evaluate transportation investments between Snow Road and the Latah-Benewah County line. The multiyear study evaluated potential solutions to improve safety, mobility, and economic opportunity and identified projects and priorities that can advance into future engineering and NEPA processes.
Public and stakeholder input was integrated throughout development and screening of potential solutions, helping the study team understand community priorities related to safety, congestion, walking and biking connections, freight movement, and economic impacts.
SERVICES PROVIDED:
Horrocks developed and implemented a public involvement program that began with more than 45 interviews with representatives from emergency services, education, commerce, community organizations, government agencies, and Tribal entities. These early conversations helped inform the study’s Purpose and Need and establish community and technical working groups that continue to provide input at key milestones.
Engagement has also included a walk audit and active transportation workshop, working group meetings, in-person and online public meetings, key messaging, and outreach materials. Public feedback gathered throughout the study has helped inform concept development and evaluation through each level of the PEL screening process.
